That's an apt thing. From what I can google,
<meta http-equiv="content-type" content="text/html;
charset=windows-1252">
if the dependencies have changed on one of the packages you have
installed so that a new package must be installed to perform the
upgrade then that will be listed as "kept-back".<br>
