Now that 3.9 is released, we'd like to get started on planned infrastructure<br>

We're planning a 6-hour outage window tomorrow (Nov 18) from 0430 UTC to 1030<br>
UTC (10 am to 4 pm IST).<br>

# What Will Happen<br>
I plan to move Gerrit to a postgresql server on a separate instance rather than<br>
one in the same VM. This is part of the plans to move our Gerrit infrastructure<br>
onto CentOS 7. The full plans and timelines are here are on the infra wiki[1].<br>
