[Gluster-devel] Gluster 3.10 feature proposal, switch to storhaug for ganesha and samba HA setup

use the unbundled/decoupled storhaug component for common-ha to include Samba.

This entails

1) removing the .../extras/ganesha/... bits, 
2) removing the ganesha CLIs in gluster and glusterd, 
3) updating storhaug to include the additions and enhancements that have been made, e.g. port{block,unblock}, 
4) update documentation, 
5) package storhaug (RPMs and dpkgs), and
6) add tests in Glusto and/or CentOS CI.
